W3 Schools has been providing great, step-by-step tutorials for all major online scripting languages for the best part of a decade. If you want to learn the basics (or even the advanced bits) of HTML (the primary language of the Internet), we highly recommend this site.
Tools
All the software here we use ourselves and is both free and opensouce. Where possible we have provided a link to download the "portable" version of the software. This means you can run it directly from a USB memory stick without installation - handy for passing them around your colleagues.

If ever you need to upload or download something to an FTP server, chances are you will need some FTP software. - GIMP Graphics Software (Portable)
There are only really 3 common image formats used on web pages: Jpegs, GIFs and PNGs. Along with a lot of the great photo editing features available in professional applications like Adobe Photoshop, GIMP will allow you to easily prepare your images for the web. - tsWebEditor
This is a great little application if all you want to do is write raw HTML code no WYSIWYG (What You See Is What You Get) editing here. This downloads page might be a bit confusing, but you want to download the file titled 'tsWebEditor *most recent date* Setup' and make sure the next column says that version is stable.
